Services Australia was transitioning to a more modern enterprise web framework and needed to uplift internal capability to make that transition successful.

The department recognised that adopting a new framework was not only a technical change. It required changes to development practices and a practical way to bridge internal knowledge gaps across multiple teams and locations.

ZWare was engaged to develop and deliver an internal training program in collaboration with the IT Learning Branch, designed to support consistent adoption and improve delivery capability.

The Challenge

The department needed to modernise its web development approach while still delivering business-as-usual outcomes. That is a hard balance in large, distributed organisations.

  • Shifting from legacy frameworks and practices to modern web standards

The Approach

ZWare started by clarifying scope and delivery requirements with the IT Learning Branch, then designed a program that could scale across teams and locations. The emphasis was on practical learning, repeatable patterns, and feedback mechanisms so training could evolve over time.

The work centred on:

  • Building a custom internal training program aligned to department needs
  • Upskilling staff from WCEM and J2EE to modern web best practices using Angular and NodeJS
  • Delivering additional training in areas including Ionic and web native mobile apps, micro frontend architecture, and microservices ecosystems
  • Providing knowledge sharing and support beyond the formal training programme

Outcomes

The engagement helped Services Australia move from a knowledge bottleneck to a more consistent, repeatable delivery capability.

As a result:

  • A standardised, executable pattern and framework supported consistent web application development
  • Teams gained practical capability in modern web development practices
  • Internal training materials and presentations enabled ongoing learning and onboarding
  • Knowledge transfer reduced reliance on a small number of specialists
  • ZWare was recognised as a subject matter expert, and the training and supporting documentation continued to be used after delivery

The result was not just training delivered, but capability that remained in the organisation.
